There is dilution in that ones part of a company gets smaller.
But whether the share price goes up or down depends on whether the major investors think Lynas will use that capital raising to increase future earnings. There is at least some chance the $40M will be enough to get them through. There is 100% chance that not doing a capital raising will see the company go in to administration.
