That is the number of stock short sold on that day, or the number of new short positions opened.
919,276/1,961,160,594 = 0.0004678..
So it's 0.04% (not 4%)

The magical number you can't get anywhere(to my knowledge) is the number of short positions closed each day. We have to deduce it using the above 2 sources.
