The author of the article is a pretty staunch environmentalist (formerly with the leftist Guardian) and has written a number of articles anti-nuclear. I don't think his article really adds anything new - if solar and wind could legitimately cover base load energy needs via a battery that is fantastic ... but we are decades if not a century away from that from that what I have read. I don't believe it realistic for the author to imply it is around the corner.
Nuclear plays a part in the energy mix and unlike your thinking I leave room for both LWR (for simplicity / cost efficiency etc) and fast neutron reactors like PRISM to use the LWR waste.
There are plenty of new nuclear projects commencing / wing planned with more countries coming on board. It is just the anti nuclear bias of the author to suggest that the industry is dieing.
