The USA refuses to sign up, seeks to discredit their decisions, exploits any decisions it makes which accord with US wishes [eg. sanctions against Russian President Putin] and is now considering imposing global sanctions on highly respected, learned judges who've dared to listen to the distressing reports directed to them documenting the behaviour of Netanyahu's Regime.
America claims to be a democracy and to model best practice while pouring WMDs and financial support into the hands of Netanyahu's Regime and acting as the World's bully-boy by vetoing, blocking and censoring whatever suits its prejudices.
IMO the decisions are NOT for the Biden Administration to make and its certainly NOT the legal right of the US to unilaterally dictate the imposition of sanctions against the World's judicial umpires.
We may be witnessing not only US complicity in war crimes / ethnic-cleansing but also a grubby and bully-boy attempt to pervert of the course of justice.
