• the increased availability of people to help in nearly every country town,
• the magnificent equipment they have at their disposal,
• the warning systems and weather predictability (well not quite but a massive advance on 1920's weather observation) and
• rapid transport to places where help is needed
• as well as communication access to call for help.
• and better education for people to better prepare.
• 
  

..... all combined have made an enormous difference to fatalities.

but the fact remains that we are seeing weather systems causing more deaths around the world. its not just better reporting.
