In typical lawer style they have an out.
They said: "On completion of the transaction an announcement will be released and trading of Senetas Corporation securities will resume. It is ANTICIPATED that this will occur on or before Wednesday 15th Novem,ber 2006."
The magic word is anticipated.
So, in reality, they can delay completing the transaction as long as they can stand the heat from diusgruntled shareholders asking them (or the ASX/ASIC) when the announcement will be made.
