I too have been confused by Weihuawangs share issue calculations.
I agree the current issue is 201,330,089 fully paid shares.

The QMN web site does make reference to 23,725,000 Options to be excercised at (updated) price of $0.20, in 2012.
View the Investor Information section and look at the Fourth Supplementary Prospectus dated 25 June 2008.
I'm not sure whether Wei is referring to them.
But I agree the share is becoming a bit of a dog.
The SP certainly crumbled today.
