Can someone tell me why these shares are still not trading?

I get that there is a bunch of really good activity and some delays in closing out key items that have been communicated to the market, but surely that would all be reflected in the market price. Having the shares in a long term trading halt does not help people who get into the market to have fairly liquid assets that they can buy and sell as they wish
