As to the reason for a lot of the pollution ... Part of the old wall/dock was made out of tailings. The tailings were covered in Cryolite, Zinc, Lead and other things. As this report states, the main pollution was from sea water reacting with the lead and zinc. This report also highlights a spike in pollution that I believe matches the timeline when the tailings dock was removed from the ocean around the mid 1980's.
I can only assume any mining and processing of tailings will include restrictions to prevent dumping of rock in the ocean where Lead and Zinc is known to cause issues.
