Well, no. I don't accept that conclusion based on the potential surface area contact with sea water. Whilst there would be some mineral exposure on the pit wall, it would be tiny compared to the surface area available between crushed tailings and sea water on a pier/sea wall. Particularly considering how deep that water is... that's a hell of a lot of tailings.
But yes, I agree. The Authorities would be mad not to review the potential for environmental issues whilst assessing the potential environmental benefits of cleaning up all the tailings just sitting around.
