Perhaps the water could be pumped to an external pit as suggested by another poster.
Ive been looking into it but it would still warrant GoG approval as far as I am aware.
I believe Exploration permits dont allow major works under their terms. Id assume its a license to explore.
Its sort of a catch 22 and either way as theres approvals required either way in my opinion
