I think that one issue that people are ignoring is that China does not have enough feed to for diary cattle and other meat production. This could lead to domestic milk production shortages as there is not enough feed to go around. Buying foreign milk products makes sense in this environment as it takes the pressure off the domestic feed market - particularly Chinese domestic meat markey as as the swine (and to a lessor degree the chicken) herd comes back.
