Its a good opinion but not the complete story. Its necessary to consider the dynamics of the whole system, not just the smoothness of concrete vs asphalt or tarsealed roads. For instance the incompressibility of the concrete and reduction in friction result in better energy efficiency, in the same way that running in spiked shoes on a firm track improves over barefoot on grass. The lack of grip is likely to be a problem commonto all concrete roads in the wet, and texturing them or adding rain grooves would seem to be a satisfactory solution at the speeds involved.
