maybe that could have done just a little bit more
How about the initial announcement just said it takes between 90 days and 2 years to process the application dependant on how many times they come back with questions. Maybe they didn't really know about the process of listing and the possible delays.
Sound like they (and many others) were optimistic about the time delay
