Obviously to hurt the Dem's election chances. They had a good bill which had fairly broad support, but the orders came down and it was killed by trump to help himself.
He doesn't give a **** about the border, it's just a dog whistle for the hard right to get him elected.
Maybe he should have actually built that wall and got Mexico to pay for it.
