Why does Russia have such a big arms industry? Another good question is, how was Russia able to not only resist the most draconian sanctions ever seen, but emerge with modest growth while EU drifts into recession.. Russia could see the relentless NATO expansion towards Russia. The Soviet weapons industry was still in place. Russia was cashed up from decades of successful exports. For sure Russia understands US foreign policy and the Wolfowitz doctrine. They know they may have to fight for their survival. They know maintaining a weak military is not an option, and has never been the answer for preventing war.. Pumping trillions into the defense industry now also helps the domestic economy resist sanctions.
Answer- They have prepared for the shooting and sanctions wars, including all out war with NATO. All IMHO.
At the same time they are strong enough forgive African debt and provide some free grain to stressed African nations.
