Probably a miscalculation. I see Japan building up their weapons from just defence purposes, similar to Germany weapons race build up before WW2, North Korea v Japan with China and USA quickly involved?
This gives excuse for India/Israel to get rid of the nuclear weapons in Pakistan and it escalates from there - mainly in the northern hemisphere?
