Regarding strings being pulled:

Muslims and Arabs especially have were identified last century as a group that was predisposed to being used as a proxy.

The Nazi's fostered the resurgence of Islamism and warped it to try to turn Muslims against the Allies.

After that the Soviets put a lot of resources into taking over where the Nazis left off.

Personally I think that a large part of US actions in the Middle East - for the last decade, have been to try to change this.
