The current plan appears to be to force all Palestinians from Gaza. This will cause bad press but it appears Israel has the support of many western governments and with the correct spin "Protecting civilian lives" it may be worth it.
That leaves the west bank Palestinians. By Ghettoizing the Palestinians they can be managed.
