Not just US citizens, but anyone who has an Israeli visa stamp in their passport, including your's truly (not that I have any wish to go to those countries).
I have no sympathy whatsoever for the views of the congresswomen on Israel, or their support of the BDS movement. I'm merely pointing out that there's a considerable amount of opinion on the Israeli side that disagrees with the ban, on principal.
