Probably because neither side wants it to end now. There was a chance awhile back but Rabin got assassinated for trying. And now the Palestinian side has suffered so that there is not much more the Israelis can do apart from a final solution. So the Palestinians have little else to lose apart from everything, in which case the Israelis might lose likewise so the Palestinians seek to take advantage of this . ME version of MAD almost.
