    they did not have a state. Until May 1948 the territory was administered by Britain. Though mind you they did have the Palestinian state of Jordan if you insist on calling the mandate area Palestine. They could of course have settled for that

    before the mandate which covered the to be Arab and Jewish states (note not once was there reference to a Palestinian state) it was territory of the Ottoman Empire and broadly known as Syria Damascus or greater Syria with not one administrative area called Palestine. The closest you’d get is a comparatively small area called filastin that was controlled from turkey though it had a brief period relatively free from turkey under an Albanian
