The 1948 borders are the entire area of what was left of the Palestine Mandate at the time. ie the Mandate area without Jordan.
The only reason the West Bank (Judea and Samaria) and Gaza Strip were separated off is because Jordan and Egypt invaded and occupied those areas until 1967!
