Palestine did not exist as a country. It was a vague geographical area but that name was not used by the ottomans or by the various Islamic communities empires.
the ottomans in fact divided the whole of their empire into administrative zones which they regularly changed to keep the people under control Not one of those areas was called Palestine and not one of them was self governing
similar practices under the Islamic regimes that conquered and immigrated into the Arabian areas

Note this is an English publication and yes the English used the term Palestine but that is because they were integrated into Roman systems which the ottomans and Arabs were not and guess what the area belonged to them
