My read would be that it''s not about saving money, but rather saving interceptor missile supplies.
There would be times when the defense systems try to intercept and fail, and there would be times when the defense systems analyze the trajectory & likely impact area of the incoming missile and allow it through because the likely impact area is deemed acceptable.
