Up until October 7th the idea was conflict management, where Qatar would pay off Hamas to be quiet and not be as violent and as soon as Hamas started to run out of money, or they got annoyed by something, they would riot and then Qatar would come in and Egypt would come in and they would all negotiate and basically they would be paid off in money that's what really would happen and Israel allowed it, they weren't happy with it, nobody was happy with it everyone knew probably not a great solution but you know what it's quiet enough.

October 7th changed that in that we cannot trust them at all both Hamas and probably Palestinians in general there's a lot of rethinking about what do we need to do to ensure Israeli security”
