Hardly a comparison. A wide city view in the first photo and a close up small area view in the 2nd.
Any way from the after (2nd) photo it looks to me Israel have done a damn good job of only targeting the known Hamas stronghold/residences as the buildings that you can see, behind the small area Israel has targeted from the air, look very intact!.
