Well I'd have to defer to the jewish former president on that one, he quotes the queen as believing "every one of us" was a terrorist. So, if pressed, I'd say his belief was her particular focus was the jewish Israelis, which makes sense because, after all, it was jews who killed Lord Moyne, and threatened to kill Churchill, amongst other atrocities.
