The right to respond, does not mean you have carte blanche to enact "collective punishment" and commit genocide.
You are supposed to go after the criminals who committed the crimes, not innocent bystanders.
The fact is, both sides committed war crimes and crimes against humanity.
Its why the ICC is seeking indictment against leaders on both sides.
Let them face court and let the court decides.
