Under the IHCC ROAC (Rules of Armed Combat), during a siege it is not illegal to NOT provide such items if there’s a likelihood of them falling into the hands of the enemy…which would be probable in this case.

One reason Gaza suffers from a water shortage is because much of the metal imported into Gaza for water pipes and other things was by Hamas to make their rockets. Also, nothing was preventing them from establishing water-desalination plants to produce potable water….but obviously killing Jews was their priority, not the welfare of Gazan residents.
