If they are so-confident it was Islamic Jihad errant rocket, then let the UN in, to collect the fragments.
That way, they get 100% certainty. After, they can all go on TV and assert "Yup, it was an errant rocket from Islamic Jihad"
And it would exonerate any claim or suspicion it came from the Israeli forces.
So what are they waiting for. Come on, US, UK and Canada - put forward a resolution in the UNSC, demanding UN investigators access to the Hospital bomb site.
And in a few days, the whole world will know - no one then, have to say things "its MORE LIKELY caused by an errant rocket".
Instead, they would be able to assert "It was an ERRANT rocket that was fired by Islamic Jihad!!!"
