It's impossible for anyone to identify that many individual members of any terrorist group.
To claim they are targeting individuals with every single strike is completely ridiculous.
Taking out the leadership & decision making individuals would be in the tens or hundreds, not thousands.
If Hamas has 30,000+ members Israel would never able to exterminate all them without any certainty without wiping out all Palestinians.
Which is looking like what they trying to do, they certainly don't care about killing Palestinians who aren't part of Hamas.
