I wouldn't be so quick to believe these UN reports.
Like when the UN claimed that it had no evidence about those 3 Israeli soldiers kidnapped on the Israeli (UN sanctioned) side of the border between it and Lebanon.
Then, miraculously Kofi admits and turns up a video (but won't allow the Israelis to view it) of the kidnapping of these soldiers.
UN are used to ferry terrorists and they use ambulances as well.
Once a few ambulances and other UN vehicles get blown up, maybe the UN will monitor who is using their equipment and who is not.......one thing for sure. Any UN wowwrker with half a brain will keep his nose clean.....and if theu see militants firing from 20 metres away from their facilities, first they should report it which they don't and secondly, they should get the hell out, because they will be bombed UN insignia or not.
