Yes the issue will be a nice small bonus for holders at the cutoff date whenever that is.

But let's not forget almost all holders would have paid much more than 12c when they got into the initial investment, whether they have been long-term holders or only recently joined the register. Yes it will be an opportunity to "average down" and increase positions. But as it is capped at $5K per person, unless holders only put down a small position in the first place to secure a ticket to the issue, the bonus will be relatively small percentage-wise in the bigger scheme of things.
