That may be a tactic used by an institution using the funds of their clients but perhaps a strategy to gain a position for the institution.
Don't camoflage the issue.
Few retail traders/investors would have that capacity in terms of volume unless they put all their eggs in one basket, which would be a poor way to manage capital.
We are talking about shorting, which by definition borrows shares and sells them to lower price, to cover and extract profit ideally at a bottom which is not in a retail holders best interest.
Short covering at the low end of the market does not guarantee a price rise.
Other strategies, such as company control or position plays, could be the consideration. I can't imagine a shorter not covering when the stock becomes a bottom draw hold. They would cover and look for another opportunity to increase their turnover, hence profit.
