PayPal has had PayPal Credit for years but it is a low margin business, therefore they have sold part of it.
I assume with the Visa Installment Payments, if people do not pay on time it will be added to their Credit Card debt and they will be charged interest. Also with Credit Cards the retailer normally losses if there is fraud. APT etc carry the fraud risk and charge late fees but no interest. Mastercard has previously offered something like what Visa is doing, I am not sure whether it has been a success or not.
