this happens everyday in all asx listed companies.....award free shares to meet performance targets and most directors by hook or crook will achieve regardless of the can they have kicked down the road. look at afterpay, millions and million of free shares and the company keeps losing money while the founders sell their holdings to reap hundreds of millions of dollars.
your argument is ridiculous, you set the hurdles in any business and if they meet them, you pay the reward, you can't then say but next month or qtr this will happen.
