Yes I do this daily. Here's an example with my company name removed and replaced with ISX.
When I (ISX) buy a software licence from a reseller (3rd party reseller) for say Red Hat Linux Server, the licence is owned by the end client, NOT ME (ISX). I provision the physical server in a datacentre, we set up the operating system (Red Hat Linux Server Licence is owned by the client), we ensure all compliance (HIPAA or PCI DSS compliant build) & reported on. We then do a handover to the client, ensure the licence they recieved to their registered tech contact is embedded and activate. We do not have the licence in our possession to send around to another private entity (ASX) as we do NOT own the licence. The client paid us for hardware, service, compliance & security.
It's not your (ASX) fault you don't know how the modern cloud world operates lol
