I still haven't heard an answer to my longstanding question: regardless of the legality of the actions that produced the extraordinary and transient spike in ISX's revenue in the dying months of FY 2018, how were those actions in the interests of shareholders?

What i found when working for Goverment department they get a yearly budget, if they dont use it they dont get to keep it for next year, so my point is, they sometimes will payvout work that is not quite finished.
