Another factor which will delay the introduction QFT is its (lack of) sensitivity (the ability to pick up people who are infected).
I reently saw some data from the San Francisco folks which shows the sensitivity of QFT is only 64%.
They also admitted that they still do a lot of TSTs so if even the strongest advocates are still using TST I doubt if everyone else will be converted in 3 years.
