I think your numbers are way wrong . I don't have the time to respond tonight but I'll try and get back to you tomorrow .
I might add that I think there is plenty of rorting going on but it's not as simple as you make out .
It'd be great if Dex could comment on this one as I think he has plenty of experience in the civil engineering game . He might be able to provide some valuable insights .
