What worries me, is mabe the money is being paid elsewhere other than its noted to be spent for.
Meaning our Government could actually be running like a Mafia and paying the Boss, whoever that is 60% of every dollar spent going to some unstated Person or group. With zero paper trail.
The numbers point to there being some kind of corruption going on in quite a grand scale.
