it is amazing

in recent days I've read hundreds of posts abusing Duncan claiming he stuffed the deal. All from people (and i say this with no disrespect) who have no idea what happened (due in part to the vague, non descript JRV announcements)

I've heard from someone who does know that it was not Duncan or JRV at all that stuffed this. It was the Chinese who overpromised and underdelivered. When it came down to the wire they couldn't get the funds appropriated from China (that is, it was Chinese beauracracy that bought this one undone)
