NNZ,
asking the management whether they will subscribe to the RI will give you the answer "more or less no", i.e. some might take some shares - but the explanation behind it is reasonable:
salaries after taxes for options (options mgmt received are taxable) and a loan for a home divided by several kids just do not allow to subscribe to all rights.
I believe that insider buying and selling is a difficult indicator.
Also fully subscribed.
