VAH has had foreign pockets for ages and it has not helped them. I doubt another incarnation will help them, it has failed in customer service more times than should be allowed. Even a great economic recovery and increased tourism and travel due to the recovery might not be good enough for it.
I would expect VAH to be the same mess it has always been IMHO.
