I would rather concentrate on why 95% of the shares are being held and not why the 5% are being sold and as for your theory below...
"eg if you bought at 17c and sold at 15c and bought back the same number again at 13c you would have made money.simple as that".
Well thats all good in hindsight however if you would have bought at 17c sold at 15c and the sp went to 18c you would have lost, simple as that.
It all depends on how you look at things, glass half full/half empty.
