The company wants no such thing. The company knows that existing shareholders will not take up the SPP when they CURRENTLY can buy the shares on markedt at a lower price.
I just happen to believe that the SPP is not in their radar
at the moment and that there are other things which are far more important going on. Remember funding is not an issue.
