This is the second time the same four million or thereabouts of shares have been withdrawn.

These sells are placed in lots of 500,000 from about 15 cents, and then every half cent to about 18 cents, so it is 500,000 times 7 lots = 3.5 million shares.

They were previously withdrawn one day and then placed the next day. But, I think this was done because most trading platforms have an expiry for buy and sell orders, so if the orders have not happened after, four or six weeks, they get deleted.

It would not surprise me if these 500,000 lots of shares reappear very soon.

The person who places these shares to sell may argue that they are selling their shares. Although, any reasonable person would know that such a large amount of shares, being about 50% of the selling depth, does not stand much probability of selling their shares at that price. This is because it would require an increase of about 300% from where we are now, hence ASIC may view it as market manipulation, or should I say they should view it as market manipulation.
