I've noted that Premiers/first Ministers don't say anything publicly about the Nat Cabinet meetings. M. wants the news to come only from him so he appears to be chairing/leading the effort...... yet he does nothing.
The democratic process involved in the Nat Cab means that there is truly no Chair as all States/territories have their own jurisdictions and populations to protect. M., seeming by his 'efforts' to date, has only himself to protect.
All M. can announce is the consensus of the Nat Cab.
The Premiers set all the rules according to the medical advice. 80% vaccination is approximately the minimum required for herd immunity. and its likely to be achieved as the anti-vax mob are a very small minority - thank goodness we aren't like the US where 40% are easily sucked in by shimmers and scammers.
