This last sentence needs some explanation:

Scottsdale deemed its side-street photo enforcement program a success after boosting ticket revenue 75 percent to $9.3 million a year, despite a near-doubling in fatal collisions.

Anybody know the story behind this - Redflex in there with cameras and the fatalaties double?!?!?!

The rest of the story is very very positive. A whole new masive stream of untapped potential, possibly bigger than the masive latent potential of the red light cameras. What is the combined potential in billions of US$ - it's scary to think about it.

I'm way heavy in this and quite dissapointed at the last year's sp., but I'm holding.

I have no idea what the current PE is, but it must be dropping, nae plunging as the income streams come online, the borrowing will be reducing (and costing less) as expansion is funde dout of earnings and debt is paid off.

My take is that the com's division is a red herring as far as the sp is concerned. It is far les significant in earnings but at least is in profit these days.

I'm hoping the sp moves long before the dividends comeonstream in a year or two.
